Transmission/Speedometer Relations

Our '72 Roadster would be more fun to drive if we could brag about how fast we are going without State Cerification. When I remove the cable and right angle drive, I can put a small screwdirver into the end of the speedometer pinion. This pinion should mesh with the speedometer gear on the third motion shaft in the transmission, but only spins freely, making no contact at all. The nylon gear on the pinion shows no wear. This gear is 28 mm in diameter, has 28 teeth, and can not be the correct one for this non-overdrive transmission.

Any Ideas?
